First Use of Digital Pen and Paper in US Election
PenVote, the first US integrator to develop applications for the
voting industry based on Digital Pen and Paper (Anoto based) announces
that Franklin County Ohio (Columbus) successfully use the PenPoll product
in the 2007 November election.
PenPoll takes existing paper pollbooks and prints them on dot enabling
Anoto paper. Voters sign the pollbook with a digital pen. At the end of
the voting day the pen is docked and voter credit is instantly applied
to the county’s voter registration database.
Franklin’s Election Director, Matt Damschroder, remarked: “In our
estimation, this pilot project was exceptionally successful, having
received positive feedback from our pollworkers and full time staff.”
Franklin County selected a precinct in the Village of New Albany. This
precinct had 1,406 voters and a pollbook of 70 pages printed in legal
landscape and duplex format, with 10 names per page. The books are split
between A-K and L-Z. Two digital pens were used by voters to sign in during
the 13 hours of voting. A total of 442 voters signed the books over the
course of the day.
Upon the close of polls the pen was docked in the docking cradle and a few
seconds later we had the list of all 442 people that signed the book. A
simple SQL command can then be run that posts the voter history credit to
their database.
This solution entirely eliminates the time consuming and error prone
processing of wanding in bar codes manually from the books, as well as the
time consuming task and equipment need to scan in pollbooks after elections.
In addition to the listing of 442 voter IDs, we also provide a full PDF
file of all 140 individual pages of the pollbook complete with the signatures
of those who checked in. These images can be attached to the voters’ records
if needed.
The process was seamless and required no training on the part of the pollworkers.
A representative of PenVote was present in the morning and at the close of polls
to observe the use of this technology.
